On Tuesday, July 15th, representatives from the Local met management to discuss the Depot 9 SSD restructure.

The following major objections were raised during the consultation.

• Distinction Between P04 and Depot Support Duties: Local representatives noted the erosion of separation between depot support workers and registration clerks (P04s). Management claimed that their only concern with the distinction between that work is that registration clerks deal with financial records. Union representatives argued that the job descriptions have not changed and that local management should not have the right to make such changes. Management suggested having a separate consultation to discuss this.

• Objection to SSD: Locally, we have raised our objections to all SSD restructures and filed the appropriate grievances.

• Percentage of Coverage: We objected to routes being built with very low percentages of coverage, which makes the routes longer and doesn’t acknowledge the delivery of flyers, which accounts for approximately 33%. Management said they would note our objection but that they have no control.

• Bergeron Arbitration Decision: It is our position that the Corporation continues to violate the arbitration decision that is to provide carriers a window of time to conduct customer pickups. The Corporation says they are following the national process.

Also of note was management’s inability to tell us how they calculate how many router positions would be created at each depot that is being converted to SSD. As it currently stands, Depot 9 will have 4 routers who will be expected to sort 55 routes.
