July 3rd – “Canadian Tire MOA and Wetaskiwin Staffing Issues”
On Thursday, July 3rd, representatives from CUPW Local 730 met with local management to consult about an upcoming Canadian Tire flyer delivery Memorandum of Agreement (MOA).
This consultation was also used to raise some concerns about ongoing staffing issues in Wetaskiwin.
Canadian Tire MOA
Multiple times per year there is an MOA regarding the delivery of Canadian Tire flyers in order to allow them to be delivered in 2 or 3-days by urban letter carriers.
The choice of 2 or 3-days is up to the individual carrier. If 2-days is chosen, carriers will be paid 4.5-cents per piece. If delivered in 3-days, payment will be 2.5-cents per piece.
Management also reserves the right to extend part-time hours or use relief carriers or temps to get the delivery done in two days if they wish.
Wetaskiwin Staffing Issues
After two months of discussion with management, they have finally agreed to bring in workers from the city to help stabilize the situation in Wetaskiwin and get the mail delivered. Temps have been offered assignments until August 8th and mileage is being paid to and from the facility.
Management says they are working on expediting the hiring process. If the situation is not resolved by the end of the temp assignments, the Local will be requesting further consultation.
If you work in Wetaskiwin and you have been removed from your assignment in order to cover an uncovered route, the Local takes this as a violation of Arbitrator Vincent L. Ready’s formal arbitration decision that says routes must be covered daily and that management is not permitted to unilaterally deem an uncovered route as a “priority assignment” in order to remove a letter carrier from their assignment.
If you have been removed from your assignment to cover an uncovered route, this is also a violation of your seniority rights. Please reach out to the office and file a grievance.
